The agent catalogue describes what has been designed. It says nothing about what has been declared as deployed, by whom, against which version, or in which environment. This register is that second record: declare an instance, see coverage across every catalogued agent, and see which declarations disagree with the version the catalogue currently ships.
It is honest about what it is on the page: a register of declarations. Nothing here observes a running system.
