The Trump administration is pursuing legislation to restrict China's remote access to GPU compute resources through data centers in third countries like Vietnam and Singapore, closing a gap where the Bureau of Industry and Security currently has no authority to license remote access to advanced chips. The Remote Access Security Act and a parallel House bill would extend existing export controls to cover cloud service access, requiring platforms to verify user identities and report bad actors. Enforcement remains a serious practical challenge, as physical chip smuggling already defeats hardware export bans, and digital access is far harder to police across international borders. The more realistic strategic goal appears to be attrition rather than total denial, slowing China's AI development by restricting access to the newest architectures like Grace Hopper and Vera Rubin rather than eliminating access entirely. The outcome matters beyond bilateral competition, as other nations are simultaneously building their own sovereign AI infrastructure.
