The crown jewel of AI governance

CAISI, the Center for AI Standards and Innovation housed within NIST's Commerce Department, operates with 30 to 40 technical staff and a $10 million annual budget to evaluate frontier AI models before deployment, giving the government its only independent visibility into advanced AI capabilities. The office has secured pre-deployment testing agreements with OpenAI, Anthropic, Google, xAI, and most recently Meta, whose agreement came after Commerce Secretary Lutnick personally called Mark Zuckerberg. The agency is operating without a permanent director following Chris Fall's resignation after three months, compounding a growing bandwidth problem as the number of models requiring review has risen from one or two to five or six at a time. The White House has discussed moving CAISI into its offices but considers the move unlikely, recognizing that the agency's value derives specifically from its apolitical positioning within a technical standards body rather than a regulatory or political institution. OpenAI has publicly advocated for expanding CAISI's formal role, and OSTP Director Michael Kratsios has acknowledged the need for additional resources.
