The Loudoun Formula: Data Centers Deliver Better Services and Lower Taxes

Loudoun County, Virginia has cut its residential property tax rate every year for 10 consecutive years, from $1.145 to $0.805 per $100 assessed value, while simultaneously improving public services. Data centers now generate an estimated $894.5 million in property taxes annually, representing approximately 42% of the county's local tax funding. Without data center revenue, residential property tax rates would need to rise roughly 91%, adding approximately $5,800 per year to the typical homeowner's bill. Loudoun spends $23,825 per pupil on education, ranking fourth among Virginia's 130 school divisions, with math and reading pass rates 10 percentage points above state averages. The county demonstrates that a large commercial data center tax base can break the traditional tradeoff between service quality and residential tax burden.
